If you want a fine looked at again, you're asking for a review. That's a specific process with a specific form, and it's the one that can actually get the notice withdrawn.
A complaint is about how you were treated. Different form, different team, different outcome. A complaint doesn't get your fine looked at again. Some agencies say this in small print on the complaints form itself and people miss it.
If a form says it isn't for reviewing infringement notices — believe it. Back out and find the review one.
Two other things worth knowing:
- Most places give you one review per notice. Don't spend it on a rushed one.
- The time limit is printed on your notice. Check the actual notice, not what someone on the internet told you, because it varies by state and by what the notice is for.
