Yes, and the rule is stronger than most passengers realise. When a US airline cancels a flight or significantly changes it, and you decline the alternative offered, you are entitled to an automatic refund to your original form of payment. Automatic means you should not have to ask. Original form of payment means cash back to your card, not a travel voucher.
Critically, the refund rule does not depend on the cause. Weather cancellations are covered exactly the same way — the airline is not obliged to give you a hotel for a weather disruption, but it is still obliged to refund you if you choose not to travel. Being offered a voucher instead is the single most common way US passengers are separated from money they are owed.
A significant change means a departure or arrival more than three hours later on a domestic flight or six hours internationally, a changed departure or arrival airport, an added connection, or a downgrade in class. Refunds must be issued within seven business days for a credit card purchase. If it does not arrive, complain to the Department of Transportation — federal law largely preempts state consumer claims against airlines, so the DOT, not your state attorney general, is the body with jurisdiction.

Does weather change my refund rights?
No. The refund rule is cause-blind. What weather changes is the extras — meals and hotels are tied to disruptions within the airline’s control, so a genuine weather cancellation generally does not entitle you to those.
Am I owed compensation for the disruption itself?
Not under US law. There is no American equivalent of EU261’s fixed payout for a delayed or cancelled flight. What you get is your money back if you choose not to travel, plus whatever the airline publicly committed to for controllable disruptions.
How long should the refund take?
Seven business days for a credit card purchase, 20 calendar days for other payment methods. If it is later than that, that delay is itself the basis of a DOT complaint.
Who do I complain to?
The Department of Transportation at secure.dot.gov/air-travel-complaint. Airlines are required to respond to complaints filed there, and it is the venue with actual jurisdiction over airline consumer rules.
